In Alabama many rural counties have no zoning and no inspection services. The only inspection is state for a septic tank. Engage an engineer Surveyor to do a perk test for about $300 and then 3 to 6 thousand for a septic tank. The installer will take care of the permit and inspection. You may have to say how many square feet and bed baths you plan. Call 911 office for an address. You must have a driveway ( just designate an entrance spot on road ) you may need a pipe over road drainage. You buy pipe from building or farm supply they deliver, and county installs. If you want power, they will want to see septic permit, or might not. Co-op electric usually easier than Alabama Power. If you have an electrician install service pole they will take care if that $1000+ ( I always did it myself), and help plan placement. At least get an estimate to see where they suggest placement. After that nobody cares unless you do more than 2 dwellings (at least 1/2 acer per dwelling). I once even built in a small town with no building inspector and they did not care once they got their permit money. With any real estate purchase, I would talk to all neighbors I could and visit any jurisdictions to see how difficult they may be to work with. Be careful with these. Government workers sometimes pretend to have a much bigger enforcement arm than they actually have. For instance a mobile home or rv requires a tag or the inspector will get you. Many counties laid off the inspector years ago, but still pretend to have one to scare people into buying a tag for their trailer. Do not just take my word. Have more sources of information, and remember things change. Many septic tank installers/excovators know a lot about the whole process. Look at the everything before buying. Do not put in a septic tank and then find it will cost a fortune on to get power to that spot.
